The City of Johannesburg is facing a credibility crisis after it emerged that Helen Botes, long-time head of the Johannesburg Property Company (JPC), is still employed despite earlier claims by the council that she had left the municipality.

Botes, who has held senior leadership roles within the city for more than two decades, was widely believed to have departed following months of speculation over her future. The council had previously indicated that she was no longer part of its structure. However, new evidence shows that she continues to draw a salary and remains active in her position.

The revelation has sparked outrage among opposition parties and civil society groups, who accuse the council of deliberately misleading the public. “This is not just about one individual it’s about transparency and accountability,” said DA caucus leader Belinda Kayser-Echeozonjoku. “Residents deserve to know the truth about who is running the city and how their tax money is being spent.”

Botes has long been considered one of the most influential figures in Johannesburg’s municipal administration, with her tenure at JPC marked by both praise for driving property-related initiatives and criticism over governance and procurement issues.

City officials have yet to clarify why inaccurate statements about Botes’s employment status were made, or whether any disciplinary or contractual processes are under way. When pressed for answers, a spokesperson for the mayor’s office said only that “discussions are ongoing” regarding leadership within municipal entities.

The lack of transparency has fueled further distrust among Johannesburg residents, many of whom already feel disillusioned by service delivery failures and persistent corruption scandals.

Political analysts say the situation exposes deep divisions within the city’s coalition government. “This saga reflects broader instability in Joburg politics, where competing interests often override coherent governance,” said Dr. Sipho Molefe, a governance expert at Wits University. “The fact that the city cannot even be truthful about the employment status of a high-profile figure like Helen Botes raises serious red flags.”

As calls for accountability grow louder, opposition parties have demanded that the city manager release a detailed report on Botes’s employment status, contract terms, and any financial implications for the municipality.

For now, residents remain in the dark left questioning whether the city’s leadership is willing, or even able, to come clean.
